The Food and Drug Administration on Friday laid out a proposal to begin regulating laboratory medical tests, a multibillion-dollar industry that the agency says poses a growing risk to patients because of potentially inaccurate results. The proposed rule would end decades of regulatory ambiguity and formally bring thousands of tests performed in large laboratories under FDA oversight. FDA Commissioner Robert Califf said the change will help ensure tests used to diagnose cancer, heart disease and thousands of other conditions are safe, accurate and reliable.

WASHINGTON (Reuters) -The U.S. Securities and Exchange Commission said on Thursday that advertising company Clear Channel Outdoor Holdings agreed to pay more than $26 million to resolve charges it bribed Chinese government officials to obtain outdoor ad contracts in violation of U.S. law. The SEC complaint alleged the company violated the U.S. Foreign Corrupt Practices Act through the actions of its agent, Clear Media Limited, which at the time was a Clear Channel majority-owned subsidiary in China. The SEC said from at least 2012 through 2017, Clear Media bribed Chinese government officials to obtain contracts required to sell advertising services to public and private sector clients for display on public bus shelters and other outdoor displays.

U.S. consumer spending increased in August, but underlying inflation moderated, with the year-on-year rise in prices excluding food and energy slowing to below 4.0%. With gasoline price surging, inflation as measured by the personal consumption expenditures (PCE) price index rose 0.4% in August after climbing 0.2% in July. In the 12 months through August, the PCE price index advanced 3.5% after rising 3.4% in July.
