France wants a new push for a global minimum tax on the super-rich, building on the success of a 15% minimum on multinationals taking effect this year, Finance Minister Bruno Le Maire said on Wednesday. A study in October from the EU Tax Observatory, a research group, said that a global minimum tax on billionaires could raise $250 billion annually, equivalent to 2% of the nearly $13 trillion in wealth owned by 2,700 billionaires globally. Currently, billionaires' effective personal tax is often far less than what other taxpayers of more modest means pay because they can register assets in shell companies protecting them from income tax, the group said.
Donald Trump’s lawyers on Wednesday asked a state appeals court to block the New York attorney general from enforcing a New York judge’s order requiring the former president to pay $355 million plus interest in a civil-fraud case over his company’s property valuations. If the appeals court doesn’t put the ruling on hold, Trump would need to post a much larger bond to avoid paying the judgment immediately. Trump’s lawyers assailed the Feb. 16 judgment imposed by New York State Justice Arthur Engoron as a draconian and unconstitutional punishment that “exceeds statutory authority and impedes a global real estate empire in the conduct of lawful business,” in a filing Wednesday.

The agency that regulates U.S. telecommunications is considering a rule that could stop domestic abusers from tracking victims through vehicles that are connected wirelessly. Federal Communications Commission Chairwoman Jessica Rosenworcel is asking other commissioners to start the process of drawing up new regulations. “Survivors of domestic abuse shouldn’t have to choose between giving up their vehicle and feeling safe," Rosenworcel said in a prepared statement.
